It's probably more likely I switched them up in my head. I did reverse the wires on both reverb tanks which gave me no reverb at all. Also I got the exact same resistance on both tanks which are different brands.

He is checking resistance and the numbers he reported back with are spot on, you need a impeadance meter to get those numbers, and even then impeadance meters that can test across the full frequency range cost about 4K.
If you do not have a O scope then hook up a voltmeter set for AC across the rca input to the pan and crank the amp, then report back with the average signal level you find.

Dudes, it turned out to be a bad mica cap to the send section. I finally got a chance to set up another amp side by side, realized it was the send, jumped the cap with another one, heard a bunch more reverb and 5 minutes later had it fixed. My gut was wrong, and I was surprised to have a cap treat the signal like that, or maybe I am trying to justify not jumping that cap right off the bat. Knocked me down a peg, but it's fixed.
