One more time, as others and myself have already posted, something in the circuit parts around V1 is making that white noise / ocean sound you are talking about!
The most likely culprits are a noisy resistor, or since you have swapped tubes, a resistor of two has changed value enough to cause the tube to make a ton more gain and in turn noise!
In triode preamp tubes there is two main types of noise if you care to read up on, these are 1) shot noise and 2) Johnson noise.

You could always just use that amp when playing Beach Boys or Jan & Dean songs.

Oh yeah, jeez I should have done a more than a cursory glance at the older posts
