Transformer Test Gear & Test Procedure Recommendations ?

I have an amp on my bench which is blowing fuses, due to an intermittent fault and it got me thinking that it would be good to have a transformer test rig, so that I can check any PT or OT for; leaks to chassis/core, shorted windings, shorts to other windings, insulation integrity, etc., thereby determining whether, or not, it is the faulty component and that it is safe.

What test gear do you blokes recommend, for testing PTs & OTs and what is the best procedure, to ensure they are safe to use.

Stuff you need to test transformers

a mains-fused VAC power source - like variac or similar power source

A couple of multimeters

Light bulb limiter is handy
He who dies with the most tubes... wins
