So . . . have we had a look at that phase inverter tube in the dark yet, see if both filaments are lit?
Drop an amp, bust a filament, who'd a thunk it? Or perhaps a broken solder connexion to pin 4 or 5?

Took the amp to PWE Amplification so it's at the
right place and Ted will check it tonight or
tomorrow at the latest .

Amp is fixed !!
You guy's are amazing !
Phase inverter tube was dead !
One of the input leg or spring wasn't closing
and caused a bad ground or something!
Japanee to me but you guy's know what I mean.
A few bad cold solder
With the green ground that was unconnected,
that was enough to make the amp sound
like crap !
Ted from PWE Amps told me that the amp now
sounds like on Sam Vilo's demo .

Good to hear, and it sounds like you have found yourself a good tech there. Probably the screen ground, and a bad input jack switching contact.
