I just built an amp with a similar problem - swapped in a new 12AX7 and it went away. Sometimes there is a node on the chassis that is prone to vibration only at certain frequencies.
It sounds like a physical rattle to me. It is a combo, correct? First thing I would do is run the speaker out to a separate speaker and make sure that no vibrations can get back to the electronics. I have a Fuchs combo that did something very similar, although not as prominent. I chased tubes, etc... turned out to be a resonant vibration in the cabinet crossbar vibrating agains the bottom of the chassis. Weatherstripping solved it for me. That is definitely cold solder joint noise. When the solder is bad or you find that you didn't even put solder on an eyelet or turret that is how it sounds.
