Was looking at building a 2 x 6V6 Rocket.
Is it possible to use the Primary or Secondary of this little Epi Valve Junior for that choke.?
How would you go about determining the mA limits of this guy.?

If the choke is intended for the screen supply onwards only, all you need to worry about is having sufficient DC rating to cope with a handful of mA. (that'd be about 2-3mA for each 6V6 screen and 1-2mA for each 12AX7 pre-amp tube, slightly more for a 12AT7 or 12AU7). So the little 40mA HT chokes are more than adequate for this situation
Where the choke is intended for the whole-of-supply for the output tube plates as well, then you want about DC rating of 80+mA for an amp with 2 x 6V6s in PP Class AB1 (100mA would be better, and 120mA if you're running cathode bias CLass A for 2 x 6V6 || SE)

Correct me if I am wrong.....
....there is High VDC on the OT Primary, and Low VAC on the OT Secondary. Would one side handle more current than the other.?
Do the windings use the same gage wire, is there an advantage in using one side over the other as a choke.?

In general, an OT secondary has larger wires as compared to primary. Tranny makers size the wire based on maximun I*R drop they deem acceptable. Remember the OTs we use are step down transformers - they step down the AC signal voltage, so secondary current capability is proportionally increased --> max secondary power ~ max primary power.
I think you see the same thing in the PTs we use, where HT windings are smaller diameter wire as compared to primary 120VAC.
