Is my 6PS cap broken?

Is my 6PS cap broken?

I wired up my entire preamp board and am ready to put it in the chassis, so naturally I took my fluke to all the parts to check them one more time. I measured all the caps and I am getting the expected readings on all of them, except one. I have circled the one I mean in the diagram. It's a 0.1 uF 6PS cap but it reads around 0,9 uF.

Now, I have wired up and soldered all connections, but the board as a whole is not connected to anything.

Is my cap broken or is this the effect of the other caps that are linked to this cap now (the tantalum presence cap and 0,02 coupling cap)

remove it and meter it outside of the circuit.

You can't measure that because it has resistors connected to it.
You will have to lift at least one end to measure it.
