with the Hammond 266M5 in the original circuit the voltage is too low for the LM7812. You could use a different circuit – a voltage tripler, or a LM7806 with 6V relays.

I have 5V relays... is it ok with LM7806?
voltage regulators are available with almost every wanted output voltage. So for 5V relais I would suggest a LM7805, althought most of the 5V relais will operate with slightly higher coil voltages (up to ~7,5 VDC).
