solve that problem first, with black meter lead at ground and red lead at the bottom of the diode in your picture there should be voltage, if not switch to AC on your meter and measure the Blue (bias feed) wire, if still nothing disconnect the blue wire from the board and measure it again. If it measures some AC once it's disconnected from the PS board, use your meter to ohm the bottom of the diode (red lead on non striped end , black lead on ground). If it Ohms as shorted (at ground) it's probably because there's a problem at the bias pot or a problem on the back side of the PS board. Disconnect things as needed to isolate.

According to your board diagram that same point goes to the top terminal of the cap and out on the wire to the bias pot. Check those points for voltage.

Both points have -80V

So -80 volts on lug 3 of the bias pot but nothing on lug 2 (wiper)?

Great - what does it ohm between P2 (wiper) and P3 (wire from PS)? your voltmeter says its either open, or that p2(wiper) is shorted to ground somewhere.

When you remove the wire from the wiper - ohm that end of the wire, the 2nd bias filter cap on the PS board will cause some movement on your meter but for the most part it should be waaaaay above ground (infinite). While your at it ohm from the wiper wire to the output tube grid resistors, should ohm around 220k.

Swapped out bias pot
everything fell into place
voltages are a little low?
B+3...429V
B+4...316V
B+5...308V

Bias -41.3

OD
Pin 1: 195V
Pin 6: 185V

CL
Pin 1: 208V
Pin 6: 196V

PI
Pin 1: 285V
Pin 6: 297V

may swap some preamp tubes and see if voltages line up more
just really happy its up and running...my family not so much.
