I had to double check the yellow band, too.

I'll have to check the output jacks when I get home, but I believe the black wire is the ground. This is my first time using these jacks.

I think the black wire is coming straight from the transformer which is good, but somehow that also needs to get to the B+1 ground, or the chassis, or to some grounding point within the amp.

Yep isolated jacks.
Still need a chassis ground there I believe.

Thanks guys. I ran the chassis ground and still have the oscillation. I wonder if the jacks are wired correctly?
