I think if you can bypass the FX loop, you will see if the Master...buzz is the loop or not.
Could be bad solder joint on master pot or ground....or lousy pot.
Always meter your ground connections for .000 continuity.

I do on every build. Keeps you from chasing your tail (and eyeballs)
when you experience weirdness. Eliminates a lot.

replaced pot same issue (buzz when dimed and off positions) will check all grounds ASAPCould be bad solder joint on master pot or ground....or lousy pot.
