I have made a loop layout for mt Dlite.....does this look ok? Did I miss anything?

The cathode bypass cap on the recovery amp is a 47uf not a 5uf. The cathode resistor is a 1.5K (although I have seen 1.3K and 1.625K as well). The feedback loop has a .22uf cap.
Later stereo Dumbleators use a .1uf on the feedback. But, they use a smaller send pot and have a higher knee there. You could try a 100K send pot with a .1uf cap. That may be nice with the .1uf feedback loop.

Great work! For a stand alone unit you may want to include the bright switches. IMHO it works best if you remember to use audio taper pots.

....what voltages should I be looking for at the plates?

It depends on your supply voltages,
But normals are
Recovery side in the 190 to 220 range
Cathode follower 250 to 280.
