Is it possible, on V2 where the 270pf caps go between 6-8 and 1-3, to mount the caps on the PA board where the leads originate (or terminate). I'm pretty sure that I could fit them into the socket area but my sausage fingers have other ideas.

Those snubber caps are best located on the tube socket with short leads to prevent noise and or oscillations.
I have some very small needle nose pliers I use for tasks such as this.

I just switched off the solder for the night. One cap is in its proper place, and I'll deal with the other one in a fresh session. BIG note to self. TINY items go on FIRST!
My Bassman chassis has a sloped front with a bit of a lip return to the inside. This is making front controls a little more tedious than they might be ordinarily.
Also the .05 cap with the 22M resistors (V1) location and fitment presented a challenge. I put it off to the side wall with the resistors as insulated leads. Its going to need a dab of goo to keep it secure.
I'm enjoying this immensely even with all the rehab and redo.

I use hemostats every day. If you can get some with curved jaws they're better than straight, but even straight are very useful.

It possible that I've soldered the last connection tonight.
There's nothing loose or unattended. I'm going to start at the beginning and confirm what went where, then I'm going to test for obvious shorts, errant grounds, or bridging. I don't think there's issues like that but I have to check.
The flash shows a lot of particle debris all over. I'll have to brush it out and blast it clear.

I re worked the AC mains (wiring & switches), and changed the ohm selector as well.

Very nice wiring, nice and neat. Looks great.
The only thing I see that could possibly use some attention is the orange drop cap in the eighth picture. I would secure it somehow. It looks like it could short against the chassis pretty easily. Maybe it's just the camera angle making it look close. But if it's going to stay there I might use some silicon or something to secure it in place.
Everything else looks ready to rock! Very nicely done.

Most all my projects go this route.
If I don't complete them they can't fail.
The other thing about my projects is that they usually turn out fine.

Power up & Voltage
First power w/o tubes went smoothly, voltages looked high. No smoke.
Power up w/tubes was pretty uneventful. No smoke. Fair sized grin.
I heard random popping reminiscent of my Bassman before recapping, just as an observation.
With a guitar plugged in, there's decent sound, meaning no horrible buzz, hum, crackle. I'm using a generic Partscaster and aside from normal proximity directional hum, its pretty quiet. ( the volume knob on the guitar produced scratchiness through the amp) All the controls work except perhaps for the Presence control. My ears are cruddy but I barley heard and change at all throughout the range of control.
The amp doesn't seem to be producing full power. 12 o'clock on the volume and master produced enough sound for my wife to remind me its 11PM on a Sunday evening, (apartment), but through 2-10's the bassman would have me pinned back to the headboard.
I'm hearing tone, chime, and very little noise. No more popping as I sit here typing.
I just centered the bias control and the mv reading are much different. I haven't biased this at all. Right now its sitting @ 22mv and thats an improvement.
Dishes are calling. Its been a good night.

5.9 mV at V1, pin 3 doesn't look right. And I have a feeling you're going to need to bias the output stage a bit hotter.
