I just finished my Ceriatone expression build. Was doing my initial voltage readings and everything is good up till past the bias. Seems no power is getting past the bias. I'm not getting any readings on the preamp tubes. Any idea what might be the problem?

You've yet to finish. Seriously , pics or something a bit more descriptive. When you say power is not getting past the bias it is confusing. You have a B+ voltage dropping string which provides each stage voltage from output down to preamp. You have an output bias section which provides bias to the output tubes which has nothing to do with the dropping string. So where exactly are you losing it ?
