If its the old fender type, the real stuff which you can get, you don't strip it. You just cut it, then push the cloth back. Its called push back. Some of the new made cloth covered does have a inner coating,which then it does not work like the old type wire. I think they upgraded it, just made to "look" like the old type. But look up fender push back wire, you should see it come up.
It's definitely got a coating under the fabric that doesn't push back very well. That said, I still use it. I like the cloth look, and they have purty colors!
