Questions about Ingrid

Hi all, I was looking at the pics of the Express and Ingrid in particular. I tried searching around the net, but couldn't find any direct answers to what I found puzzling.
Firstly the heater wires are very loosely twisted, I was under the impression they had to be tightly twisted to lessen hum.
Secondly, how are the filter caps held in place?.....just by glop?
And thirdly, what are the strips of foam for?...well I think it's foam.

Sorry if these have been gone over a thousand times, but knowing KF he always thought out and did things for a reason.
