Is this a new build or a new problem to an otherwise functioning amp?

Try swapping the primary leads on the OT.

Post some gut shots as it is probably lead dress or something simple like un-grounded output.

Or pots aren't making good electrical contact the chassis.

Have you tried various tubes in the V1 position? I had to go through a couple of them to get rid of nasty feedback.

Remove the presence temporarily and see if that is the cause.

yaeh, it stopped squeling like a pig. on a whim I replaced that cap and Voila!, problem solved Another question. when I crank it up The amp tends to lose gain and sound a little like it had taco bell for lunch(farty). I hooked up a 2.2k grid stopper on V1and that almost did the trick. should I raise the value on the output tube grids?

What value are you using for R7? The standard is 150K, which can make the amp a bit farty. Try dropping that down to say 100K. I almost never use a 150K in that position because of this very issue.

yeah, I got 150k at r7, I will try 100k. what about raising the grid stoppers at the output tubes to around 5k?

Way frakin cool, dropping that r7 to 100k did the trick. i can't till rehearsal tonite and show up with 2 wreck's. Thanks again to all those that have helped me on the path of a truly Wrecked Tone.
