i designed a test system using a variac with a volt and amp meter.when testing amps i slowley bring the voltage up.at about 30to 50 volts ac on pri if there is a bad short the amp meter will show about 8 to 10 amps .if there is no short it will jump up quickly then drope off as the caps charge.then ...
