I think you need to post a schematic of what you are trying to do.
Also, the reason for the voltage drop on your heaters is that your power supply can't supply the current to maintain the 6.3 volts.

I don't know if it's the same company, but in the early 90s KMD made hi-fi speakers, and of all things, PC computers. My first PC in 1990 was a KMD 386 40Mhz (AMD chip) Windows 3.0 and DOS 5.0 LOL! The transformer iron looks good. What year is this amp from? My 1986ish Laney's (AORs) don't look like...

 I would build one of these: A KT88 might be hard to pull off. Allen is just down the road from me (well, maybe 40+ miles). Has anyone tried one of these? It's very similar to my 2.5 watt build, except that I went with the cathode follower before the tone stack. I like the feedback - I'd be tempted ...

I was thinking the 5Y3 would drop some of that voltage. I have some 3H chokes as well.

If you had a 320-0-320 tranny that can deliver 85ma?
Taps for 5v 3a and 6.3v 3.2a.
I'm not sure if the HT current is enough to support a pair of 6V6 or EL84s.

I'd say it depends on how big the chassis will be and how big your transformers are.
A bigger chassis needs to be stiffer and large trannies need a lot more support than smaller ones.
